You unhook the piece of siding to expose the bit.

Look for a horizontal seam between two courses of vinyl siding.
Pull the piece of vinyl siding downward to disengage it from the course below it.
Inspect the siding to determine what is underneath of it.
A hole saw, tin snips, etc, will slice right through it.
Fit a cordless drill with a standard wood bit about 1/16 inch larger than the screw if you're drilling through vinyl or steel siding.
They are strong enough to hold a wreath, planter, birdhouse, or small metal and wood decorations.
Either way, the flanges for the dryer vent will cover most but the worst errors.
Obviously, you want to be safe when climbing ladders to drill into the siding.
Measure on the exterior of the house to determine exactly where the hole is going to be drilled in the vinyl.
Step 2 feel the area behind the siding where you wish to drill, and make sure you are about to drill into a solid surface before moving onto the next step.
Leaving the bit and drill in the house, pushing out against the siding, go outside and locate the obvious dimple your bit is making in the vinyl.
Drill only through the exterior siding.
